HVN Development is doubling down in Westchester with latest affordable housing push. Irvine-based HVN filed an application with the City of Los Angeles to build a five-story, 77-unit affordable housing development at 8811 South Reading Avenue just northeast of Los Angeles International Airport in Westchester, Urbanize Los Angeles reported.
