The biggest thing to come from the Los Angeles residential market this week was probably the City Council’s decision to let voters decide in November whether or not to exempt fire victims in Pacific Palisades from Measure ULA for five years. The Measure ULA transfer tax places a 4 percent tax on all real estate deals between $5.4 million and $10.9 million in the city of Los Angeles and a 5.5 percent tax on deals higher.
