A long-vacant corner in Monterey Park is finally headed toward redevelopment after the City Council approved an expanded version of the project. The council approved the amended development agreement and tentative map for the Celadon project at 114 East Garvey Avenue, clearing the way for Rykadan 005 LLC to build the seven-story residential building, Hoodline reported. The developer is an affiliate of Hong Kong-based Rykadan Capital.
