An empty hillside parcel next to Echo Park is poised for a multifamily development. Chalon Group filed an application with the Los Angeles Department of City Planning to construct a five-story apartment building at 820 North Laguna Avenue, Urbanize Los Angeles reported. Chalon Group is an LLC linked in state business records to the downtown address of jewelry company Venetti. The building would include 25 one-bedroom apartments with no on-site parking.
