TJ Unity LLC and architect Steven Chen filed plans to construct a four-story building with 40 apartments at 1045-1055 Locust Street, Urbanize Los Angeles reported. The developer’s identity is hidden behind an LLC linked in state records to a UPS Store mailbox in South Pasadena.
